The Programme Board will set the objectives of the programme and carry out the following functions;

• Approve the Strategy for Change and Outline Business Cases within the Authority
• Select the short-list of bidders 
• Approve the Invitation to particpate in dialogue (ITPD), including all contractual documentation
• Select the Preferred Bidder
• Approve the Final Business Case

Formal decisions of the Council's Cabinet will also be required in most of these areas. 

The Programme Board will also be responsible for risk management and managing the political dimensions of project.
